    BRIAN STEELE MEMORIAL TOURNAMENT RULES

     

    1. All Hockey Canada and GTHL rules & regulations apply except where modified by tournament rules.  The Tournament Director and/or Committee have final say on all rules and regulations and/or the interpretation of those rules.

    2. Referee’s decision is final.  No protests will be heard on a referee’s decision.

    3. All fighting majors and Match Penalties will result in IMMEDIATE SUSPENSION from the tournament (this includes the semi-finals and finals). These suspensions will be monitored and your team will be advised via email after the game that the player/team official received the suspension.   

    4. The game clock will continue to run during the game if fighting occurs.

    5. All teams must register at the tournament office at least 45 MINUTES PRIOR TO THEIR FIRST SCHEDULED GAME. There is an office at each venue.

    6. The following documents must be submitted or presented to the tournament office prior to the start of the first scheduled game in order to register your team:

      1. Approved Tournament Travel Permission Form issued by your governing body ( e.g. GTHL, OMHA, USA Hockey ).

      2. Approved Team Roster ( e.g. GTHL, Alliance, OMHA or equivalent player registration cards ) for current season with all registered players and must include all certificated and registered Team Officials

      3. No team official or player will be allowed to play or participate in the tournament unless they are on an approved roster ( NO EXCEPTION TO THIS RULE )

      4. When using Affiliate Player (s), an approved roster of the team that you are authorized to call up from must be presented when you register at your first game.  The Affiliate player’s name does not have to be added to the game sheet until the game that the player is being played in.

    1. All Hockey Canada, GTHL rules and regulations will apply.  ( The Rule for 15 registered players is not in effect for this tournament )

    2. All teams must have a certified trainer and a safety kit on the bench for all games.

    3. All teams must be prepared to commence their games a minimum of 15 minutes prior to their scheduled start time, throughout the tournament.

    4. All teams are responsible to bring their own locks for the dressing rooms.  Tournament organizers and representatives are not responsible for lost or stolen articles.  A team official is to be near the dressing door to ensure an ejected or injured player is let into the room immediately.

    1. Game duration:  stop time in minutes:

      1. Minor Atom to  Peewee12-12-12

      2. Minor Bantam to Midget12-12-15

    2. Pre-game WARM-UPS:

      1. The warm up will be posted at 3 minutes and will not stop until the first stoppage of play.

      2. The clock will not be stopped until the first stoppage in play, this will allow all games to begin on time and prevent any untimely delays.

      3. Should a team not be ready when the referee blows the whistle to start the game, the offending team will begin the game with a 2 minute penalty for delay of game.

      4. Teams may line up to shake hands during the 3 minute warm up.

    3. Ice will be flooded prior to the start of each game.

    4. If there is a 5 goals or greater spread, from the start of or at any time during the 3rd period, the clock will continue to run.   Should the spread be reduced to 3 goals the clock will revert to stop time.

    5. POINT SYSTEM:

    WIN     = 2 points

    TIE       = 1 point

    LOSS   = 0 points

    Maximum points per game = 2 points

    1. Ties in round robin standings will be broken as follows:

      1. The team with the highest percentage of goals for divided by the sum of goals for and goals against.

      2. The team with the fewest goals against.

      3. The team with the most goals for.

      4. The team with the most wins.

      5. The winner of the round-robin game between (2) two tied teams gains the  higher position.

      6. Team with the least number of penalties.

    2. Playoff Format:

    Top 4 teams in each Category ( not Division ) will advance to the next round.

    1. Overtime:  Semi Finals and Championship Games only running time:

    3 minutes with 4 on 4

    3 minutes with 3 on 3

    3 minutes with 2 on 2

    3 minutes with 1 on 1 and continues 1 on 1 until someone scores.

    The first team that scores during any time of the overtime wins the game

    1. The Head Coach of each team is responsible for reviewing and ensuring the game sheets are correct and ensuring that players or team officials are not on the bench while serving a suspension.  Tournament organizers are not responsible should a team play a suspended player or have a suspended team official on the bench.

    2. It is the responsibility of the coaches and team officials to ensure that there are 2 team officials ( or designated parents ) in the dressing room with the players at all times, from the time the players enter the room to the last player leaving.  Should there be damage to the dressing room when you enter please advise the tournament coordinators or arena attendants to have the room examined.  

    3. Should a game sheet show an incorrect score or have an incorrect player as suspended, the Head Coach is to bring the concern to Vickie Mulé at 416-476-6220 or email Vickie at [email protected].

    4. Time Outs - one 30 second time out per team in the semi- finals and finals only.

    5. Should any game(s) be cancelled due to circumstances beyond the organizers control we will attempt to reschedule or accommodate the affected team(s) at another time and/or at another venue.

    6. All injuries are to be reported to the tournament office.  Should an ambulance be required for an injured player the Tournament office must be informed.

    7. The Hillcrest Sports Club and/or its sponsors, directors, members, other clubs or individuals assume no legal liability for injuries or other loss as a result of participation in or traveling to or from the Brian Steele Memorial Early Bird Tournament.  All coaches, managers, assistant coaches, legal representatives or teams officials, hereby agree and will abide by all tournament rules and regulations as set forth by the Tournament Committee.

    8. It is the responsibility of each team to read the rules and if the rules are not clear please email the chairperson for clarification when applying.  

    9. Teams must use our sponsor hotels for the tournament.  For scheduling purposes the teams are to advise us which hotel they are staying with their team prior to July 15, 2013.

    10. The Hillcrest Sports Club ( Brian Steele Tournament Committee ) shall have the prerogative to render a decision under any emergency situation.

    Nations Cup Rules

     
     

    Regulations

    1. All Teams must be rostered with USA Hockey, the Canadian Hockey Association or the appropriate IIHF affiliate.

    2. Teams are required to bring their official team roster, as well as their travel permit (if required by their governing body) to each game.

    3. Players and coaches should report to the arena at least one hour prior to each game.

    4. A maximum of four team officials may be on the player's bench at one time.  Additionally, each team will provide a penalty box official.

    5. All teams must be prepared to begin any game 15 minutes ahead of schedule.

    6. The teams will wear the jersey's provided by the tournament. These jerseys are yours to keep.

    7. Squirts (Atoms) will play 3 x 13 minute periods. Pee Wee's, Bantams and Midgets will play 3 x 14 minute periods. 

    8. If your local association says you are not required to use mouth guards you will not have to.

    9. Squirts and Pee Wee's will allow body contact when attempting to play the puck, Bantams and Midgets will allow body checking. 

    Scoring Rules

    1. Teams will earn 2 points for a win, 1 point for a tie, and 0 points for a loss per game.  The maximum posted goal differential will be 7 goals.

    2. Any forfeited games will be recorded as a 7-0 score. Any forfeited games affecting another team's playoff status, may be reviewed by the tournament director to determine which teams advance beyond preliminary round play. Use of ineligible players will disqualify a team from the tournament. All games played by a disqualified team will be forfeited. No monies will be refunded.

    3. If a team is down by 5 or more goals in the 3rd period, running time will commence. If the gap is closed to two goals, stop time will resume.

    Officials

    1. All Tournament officials are current members in good standing of USA Hockey and are deemed qualified to officiate at the level of play assigned.

    2. A zero tolerance for verbal abuse is in effect and will be enforced for all team officials, players, and spectators.

    3. Appropriate penalties will be assessed for disputing or arguing a decision of the officials, any visual demonstration of dissatisfaction, or for the use of obscene or vulgar language to anyone at anytime during the tournament.

    4. Please keep in mind that the tournament director does not have the authority to reverse the decisions of the game officials.

    USA Hockey Rules

    1. This tournament is sanctioned by USA Hockey. The following USA Hockey rules may not be familiar to teams from other IIHF affiliates.
    a. Any player receiving 5 or more penalties in 1 game must sit the following game.
    b. If a team receives 15 or more penalties in one game,
    the head coach must sit the following game.
    c. There is NO off-sides tag-up rule for Pee Wee's & Squirts. 
    d. Canadian teams are required to wear mouth guards and neck guards according to the rules of their governing body.
    e. Anyone receiving a game misconduct must sit the next game.
    f. Anyone receiving a match penalty is disqualified from further play.

    NOTE: The tournament director reserves the right to take measures necessary to ensure a safe tournament for the participants including the modification of any rule(s) herein which is deemed by him/her to be in the tournament's best interest. Decisions of the tournament director are final.

    Round Robin and Playoff Games

    1. Please refer to tournament scoreboards or speak to a tournament official in order to determine the playoff format for each division. It is incumbent upon the team officials to confirm with a Tournament representative as to when their team plays in the playoff round.

    2. Tiebreakers - If two of more teams have the same number of points, the following will be used to determine the team seeding for the final round.  If more than 2 teams are tied, as soon as the tie is broken, the tie breaker is reapplied to any remaining ties.

    a) Goal Differential (GF-GA)

    b) Fewest Goals Against 

    c) Most Goals For

    d) Goal Quotient (GF/(GF+GA))

    e) Coin Toss

    3. NO time-outs allowed for any game.

    4. These rules may be amended prior to the tournament to coincide with any changes in the tournament format.

    5. Sunday games will match the lowest seed from each country against each other and move all the way up to the final game matchup which will be USA seed 1 vs CANADA seed 1. The points accumulated for Sunday games will go as follows: 6th seed will count 1 pt for their country, 5th seed game will be 2 pts, 4th seed will be 3 pts, 3rd seed will be 4 pts, 2nd seed will be 5 pts, and the final game (seed 1) will be worth 6 pts.

    6. The winning country of round robin play (Friday and Saturday) will be rewarded a power play to start the Sunday game.

    7. Three minute warm-up per game.

    These rules apply to all Oshawa MHA Tournaments. This includes the Oshawa Cup, Oshawa
    Hockeyfest and Oshawa Challenge.
    A. GOVERNING RULES
    1. ONTARIO MINOR HOCKEY ASSOCIATION (OMHA) sanctioned rules shall be in effect,
    except where these tournament rules apply, including the use of OMHA SANCTIONED
    EQUIPMENT ONLY, except where out of branch association rules may be different than
    the OMHA.
    B. ELIGIBILITY AND REGISTRATION
    1. Only players whose names are listed on the Approved League Rosters or Approved
    League AP Rosters are eligible to play any game during the tournament. Maximum
    number of players per game is 18.
    2. Team registration must be completed no later than one (1) hour prior to the
    commencement of their first game of the tournament. Registration is to be completed at
    the arena location of your first game of the tournament.
    3. Teams will be required to provide copies of the following documents when registering
    their team.
    a. an approved (signed) roster from their home association stating the names of the
    registered players including an approved AP roster if APs are registered as per
    Section 3 above.
    b. ALL OMHA teams shall provide a copy of their permission to play form from their
    home association.
    c. ALL non­ OMHA teams will be required to provide a copy of a TRAVEL PERMIT
    prior to playing their first game of the tournament.
    4. TEAMS using INELIGIBLE PLAYER(S) will automatically lose any game played with
    Ineligible Players and the score will be entered as 1­0 in favour of the opposing team.
    INELIGIBLE PLAYER shall mean a player
    a. who is not registered to play in the tournament as per Section B.2.; or
    b. has been assessed a penalty as described in Section C.12.
    C. GAMES FORMAT
    1. All games during group and championship play will will be
    a. For AAA (Minor Bantam to Midget); games will be 15/15/15 minute stop time
    periods with flood between 2
    nd and 3
    rd periods.
    b. All other Categories and Age Groups will be 10/15/15 minute stop time periods.
    2. The Tournament Committee holds the right to start a game up to 20 minutes prior to the
    scheduled start time with the exception of the first game of the day. Early start for
    Championship games will be at the discretion of the Tournament Committee.
    3. HOME TEAMS on the schedules will wear light or white coloured sweaters and the
    VISITING TEAMS will wear dark sweaters.

    4. There are NO TIME­OUTS in any of the games with the exception of the semi final and
    championship game(s). Each team will be allowed one (1) 30 second time­out in the
    course of a semi final and championship game including overtime periods where
    applicable.
    5. Stop Time Exception ­ If at any time during the third (3) period a team is ahead by five
    (5) or more goals the game will proceed to straight­time. If the lead is subsequently
    reduced to a three (3) goal lead, the period will return to stop time. The only time the
    clock may be stopped during straight­time is if there is an on ice injury or the coach of
    the leading team engages the referee in conversation.
    6. Semi Finals and Championship Tie breakers. In the event of a tie at the end of regulation
    time,
    a. All changes are to be done on the fly.
    b. Goalies are allowed to be pulled in any overtime period and are subject to the
    “change on the fly” rule.
    c. 4­on­4 refers to 4 skaters + 1 goalie. i.e. 5 players total on the ice. Similar logic
    applies to 3­on­3, 2­on­2, 1­on­1.
    d. Penalties incurred in regulation time and not completely served in regulation time,
    shall carry over into the overtime period (as a stop time penalty) and will be
    completed in overtime unless the game is ended. Teams will start overtime
    short­handed depending on the carryover penalties (exception is offsetting
    penalties). Penalties incurred in run time overtime periods will follow OMHA rules
    and be 50% longer (i.e. 2 minute penalty will be 3 minutes).
    e. A five (5) minute stop time sudden victory period will be played with 4­on­4. A
    penalty incurred during this overtime period will served as normal playing 4­on­3.
    A subsequent penalty will result in 4­2. A team cannot go below 2 players during
    this period, so subsequent penalty will result in a penalty shot for non­offending
    team. Player taking penalty shot must be on the ice. Any penalties incurred in this
    overtime period and not completely served in this overtime period will carryover.
    If still tied;
    f. Teams will play 3 minute run time sudden victory periods starting with 3­on­3
    (unless carryover penalties exist). After each 3 minute period the number of
    players will be reduced by one until the teams play to 1­on­1. 1­on­1 will
    continue until the game is decided. In the event of a penalty the offended team
    will take a penalty shot. The clock will be stopped to allow for the penalty shot.
    The player taking the penalty shot will be the coach’s choice however that player
    must be on the ice at the time of the stoppage of play. If coincidental penalties
    are called, No penalty shot is awarded.
    7. Points to be awarded based on the outcome of the entire game: Two (2) points for a win,
    one (1) point for a tie, and 0 points for a loss.

    8. The number of qualifying teams for championship round play will be determined based
    on the number of teams participating in round robin play of each age category. Please
    refer to the Tournament Schedule.
    9. In the event that there is a tie between two (2) teams in a division for advancement into
    the quarter­finals or semi­finals, the advancing team(s) will be determined as per (a) to
    (g). Where there are three (3) teams in a division tied these teams will be ranked in order
    using (b) to (g).
    a. Winner of head to head game;
    b. Most number of wins;
    c. Highest Percentage of “Total Goals For” divided by (“Total Goals For” plus “Total
    Goals Against”);
    d. Most Goals For;
    e. Least Goals Against;
    f. Least penalty minutes as recorded on the game sheet; and
    g. Flip of a coin between teams tied.
    10. The team with the best record in round robin play will be designated as the home team in
    each championship round game.
    11. Each member, to a maximum of SEVENTEEN (17) CARDED PLAYERS and a
    maximum of FIVE (5) CARDED STAFF (Comprising of Coach, Trainer, Manager, Asst.
    Coach and Asst Trainer/Coach) of each team in the Championship Finals will be
    presented with awards.
    12. All penalties assessed during the tournament (suspensions, match, etc.) will be served
    during the tournament and if not fulfilled during the tournament may be carried over to
    league or playoff games, subject to that team’s association rules.
    D. TEAM ETIQUETTE
    1. TWO STAFF MEMBERS of each team MUST be in attendance with the players in the
    dressing rooms at all times. Tournament Committee reserves the right to inspect the
    dressing rooms prior to returning key deposits.
    2. Damages caused to the dressing rooms while assigned to your team, and howsoever
    caused, shall be the responsibility of the team.
    3. Audio players (radios, CD players) are permitted in the dressing rooms provided that the
    volume is kept at reasonable level and cannot be heard in the hallways.
    4. WARM UPS ARE PERMITTED OUTSIDE THE ARENA ONLY. USE OF THE FITNESS
    CENTER FACILITIES OR WARM UPS INSIDE THE ARENA IS NOT PERMITTED.
    5. Players or team officials are not permitted in the referees' rooms at any time.
    E. TOURNAMENT COMMITTEE
    1. In no event shall the Tournament Sponsors and/or the Tournament Committee and its
    volunteers and game officials, and/or Oshawa Minor Hockey Association be responsible
    for any liability, claim, loss, damage or expense of any kind arising during the

    tournament weekend, howsoever caused, including but not limited to injuries (including
    death), facility or equipment damages or thefts.
    2. The Tournament rules committee reserves the right to make any/all decisions on
    a. the interpretation of the tournament rules;
    b. changes to round robin play based on the actual number of participating teams;
    and
    c. tournament objections and protests.
    3. ALL DECISIONS WILL BE FINAL.
